Farm Truck Driver Requirements (2010)
The following summary is believed to be the legal requirements that apply and do not apply to drivers of agricultural vehicles and combinations with an actual weight or weight rating over 17,000 pounds under changes to Pennsylvania's intrastate motor carrier safety regulations, which recently went into effect.

Pennsylvania and New York Reach Agreement on Border Reciprocity for Agriculture Plates
The reciprocal agreement exempting Pennsylvania’s farm vehicles and New York’s agricultural trucks from obtaining apportioned registrations (like commercial trucks) for travel between states was worked out between the Pennsylvania Department of Transportation (PennDOT) and New York’s Commissioner of Motor Vehicles.  Pennsylvania Farm Bureau worked jointly with New York Farm Bureau in asking state officials to develop the agreement.
