Sam Kieffer is Administrative Secretary/Treasurer of Pennsylvania Farm Bureau – the state’s largest farm organization – where he leads a staff of more than 124 professionals, whose mission is to serve farm and rural families across the Commonwealth. As PFB’s chief administrative officer, Kieffer also oversees operations within PFB Members’ Service Corporation; the Pennsylvania Friends of Agriculture Foundation; and the Farmers Allied for Responsive, More Effective Representation (FARMER) PAC.
Growing up on a family grain and beef farm in Northumberland County, Pennsylvania, Kieffer learned the value of hard work, service and the importance of agricultural advocacy. Joining the PFB team in 2005, he first worked as a regional organization director, collaborating with volunteer members on local policy issues and organizational development, before becoming PFB’s National Government Relations Director. In this role, he served as the organization’s principal federal lobbyist in Washington and also managed PFB’s grassroots policy development process and political education programs. In 2013, he became Manager of the Government Affairs & Communications Division, leading a 13-member team responsible for Farm Bureau’s advocacy and communications work.
Kieffer is a 12-year veteran of the Pennsylvania Army National Guard where he served as a logistics officer. His assignments included commanding a transportation company of 172 soldiers and 75 vehicles and serving on the Armed Forces Inaugural Committee in Washington, D.C. In 2009, Kieffer was presented the Theodore Roosevelt Leadership Award by the National Guard Association of the United States for his outstanding leadership and professionalism in his service to country and community.
Kieffer earned his bachelor’s degree in Political Science from Dickinson College, a Master’s in Public Administration from Widener University and a Master’s in Business Administration from Delaware Valley University. As a student, he was inducted into Omicron Delta Kappa, the National Leadership Honor Society. During his youth, Kieffer earned his Eagle Award in the Boy Scouts of America and was recognized as a Vigil Honor member of the Order of the Arrow.
He currently serves on the American Farm Bureau Federation’s General Counsel Advisory Committee, the boards of the Pennsylvania FFA Foundation, the University of Pennsylvania School of Veterinary Medicine (Ex-Officio), and the Pennsylvania Highway Information Association.
He and his wife, Margaret, have two children and reside in Manheim, Pennsylvania.
